UK Infrastructure
HIGHWAYS
We bring a wealth of experience in the highways sector, spanning major projects and maintenance contracts.
Our experience extends to commissions with major clients such as Highways England, TfL Streets, and Local Authorities, as well as with our valued clients in the Philippines. Specifically, we excel in the procurement, tendering, and execution of highway maintenance contracts.
Our track record includes involvement in major motorway maintenance contracts with Highways England from both contractor and consultant standpoints, as well as procuring highway maintenance contracts for TfL Streets and local authorities. Moreover, we have provided invaluable support to our clients in securing successful tenders for highway maintenance contractors.
RAIL
We have been supporting certain Train Operating Companies to procure contractors for depot upgrade works to accommodate a new fleet of rolling stock.
From the development of the (regulated) procurement strategy to the award of contract and the provision of continued contractual support we have guided our clients through the intricacies of project procurement in this environment.
To meet challenging project timelines combined with uncertain design solutions we developed a bespoke Early Contractor Involvement strategy that allowed us to enter contract earlier than via a traditional procurement thus enabling us to de-risk the programme through the collaborative working.
We have also been providing services into the HS2 project in respect of materials by rail. Working with a main contractor we developed a material by rail model that allowed the creation of a marketplace for the competitive tendering of train operations.
We also provide commercial services to various contractors in the rail (both Network Rail and London Underground) industry, including contract appraisal and dispute resolution.

Since Scalar’s inception we have been fortunate to support a wide range of clients across various industries, including:

- Private development (manufacturing facility expansion)

In addition to providing our commercial services to the above we have provided NEC and JCT training services to a wide range of clients across the UK and internationally.

International
Scalar operate on an international basis mainly providing NEC advice, contract drafting and support services. We have the skills and capability to introduce new users to the NEC form of contract, providing training workshops and exercises that give people the tools to adopt the NEC form and use it effectively.
Below are examples of the work we have undertaken outside of the UK.
Philippines
In 2017 Scalar was asked to provide training support to our client in the Philippines who had chosen the NEC3 form of contract as their contract of choice for the construction of a new highway.
Since then, we have developed our services to include for NEC4 contract drafting and collaboration workshops for a series of highway construction projects.
Our ongoing services include for remote support and advisory services as well as providing smaller on-line workshops to both client and contractors to ensure that projects are kept on the right track.
Hong Kong
In 2015 Scalar were privileged to work with a UK based NEC specialist and a local Hong Kong consultancy to provide a series of on-site NEC3 contract training services over a two-week period to the public works department of the Hong Kong government.
Exhibiting our commitment to our clients the training was specially developed for and delivered in person to meet the client’s needs and specific contract terms.

Zimbabwe
In 2011 and 2012 scalar were fortunate to be able to travel to Zimbabwe to lecture and train on the NEC3 from of contract.
Working with local consultancy Sesani, we developed and delivered a series of training courses to bring the NEC3 to Zimbabwe.
